Encoding problem

On some System skins, Rainmeter is interpreting a UTF8 encoded file as ASCII, resulting in this crap:

System (2 Thread).ini

On files that are ASCII encoded, things look fine:

System (2 Thread, 2 Temperature).ini

This issue was observed on Windows 7 Ultimate, might be present on other OSes.

I need to figure out the preferred way to handle encoding on Rainmeter, and normalize all the files.
