Fan speed wrong on startup

I am told that "occasionally" or "almost always" (same vehicle, 2 different drivers) the fan speed will go to 100% after starting the vehicle, regardless of the selected fan speed.

It will remain at 100% until the fan speed knob is moved to a new setting, at which point it will start working normally.

I have not been able to observe this failure happen, but I do want to replicate and resolve it eventually, so opening this issue.

Given the wildly different reported frequency of the failure, it might be a timing/brown-out-reset issue, where one driver waits a different amount of time from key on to crank. Or it could be a matter of perspective. I guess time will tell.
