Remove JP2

With updated ESPHome firmware, it is possible and recommended to connect the Tx line to the PMS so it can be placed into standby mode between samples to extend its life.

There is no harm in having the Tx pin connected even if this feature is not used, so I propose removing the jumper and just having the signal hard-wired.
