Component values not in gerber

Component values (UEXT, BME280, MAX31865, PZEM-004T, Ground) are not showing up in the gerber file produced by the pipeline.

This is a cosmetic issue, not worth re-ordering a PCB, but I would like to figure out why not and fix it for future projects, and in case I ever spin another board.
