rtl_433 Plugin

We need a plugin which will publish sensors (e.g. environmental sensors) from rtl_433.

This essentially implements rtl_433 to MQTT as a plugin.

I have the hardware to test it, so I can tackle this one. I will be using the redux branch as it is much more up-to-date than master.

Progress:

  • Import existing project (redux branch)
  • Update README.md (plugin and main)
  • Command as optional config param
  • Copy applicable issues to this project
